gsetroot is a gtk-based front-end for Esetroot. 
use it to configure root window under a Window Manager like FluxBox, Enlightenment, WindowMaker, BlackBox...
it's a free software under the GPL license.

You need Esetroot. You can find the original Esetroot, as part of the Eterm package at the Eterm website.
